when users in Plantsight select ‘favorite’ facilities to show up on the facility landing page, maximum of 5 ‘favorites’ are allowed

When a user selects anything beyond 5, there should be a way to either stop the user or inform the user that the maximum has been selected.

We could do one of two things -
1) Make the Favorites show the most recently accessed Favorites if there are more than 5
2) Make any Favorites that have been recentely accessed show up in the Recents if we know they won't show up in the Favorites list.
