Projects that the user has access to will appear under "My Projects" assuming the user has accepted the invitation to the project. Projects the user does not have access to would appear to an organization Admin by clicking on "All Projects" on the landing page then going to the "Search" tab and searching for a project name or project number. Projects the user has specifically not been invited to will not appear in the My Projects tile view by design.
